The KVNR has developed a new portal for applying and renewing permits. Old login credentials are no longer valid. Request a new account to gain access to the new portal.
You can easily apply for exemptions and permits via the digital application form in the MijnKVNR environment. Applications by mail, fax, or email will no longer be processed. If you do not have an account for the MijnKVNR environment yet, you are kindly requested to submit an account application.

Through the MijnKVNR portal, you can apply for or renew RTK, RTO, and RAZ.
If you don't have an account yet, you are kindly requested to apply for an account. On business days, you will receive an automated invitation from the MijnKVNR portal ('Tribe CRM') within 24 hours. Always check your spam or junk email folder.

What to do if the account application form does not appear.
To view and fill out the account application form, the website's cookies must be accepted. You can adjust the cookie settings using the button with the paperclip icon in the lower left corner of the screen.
After filling out the application form, you can change the cookie settings again.
By accepting cookies, articles and news items are also enriched with data visualizations, giving you more insight into maritime trends.
What to do if I don't receive an invitation after completing the account application?
If you have submitted an account application, you will receive an automated invitation from the MijnKVNR portal ('Tribe CRM') within 24 hours on business days. It is possible that this invitation might end up in your spam or junk mailbox due to a spam filter. Always check it.
If you haven't received an email after 24 hours on a business day, please contact KVNR.
What is the RTK permit for?
To appoint Non-EU/EER captains on board Dutch flag ships, an RTK permit is required.

Manual
1. Applicant's Details
If the employer/applicant is not the ship manager, the contact details of the employer must be entered. If the applicant is not the ship manager, the exemption will state: "name of ship manager" represented by "employer/applicant".
The exemption to be issued will be sent as a pdf document to the email address you provided earlier.
If the invoice needs to be sent to a different address, you can enter another invoice address.
2. Application Data
Here you make the choice of what type of application it is, a new permit or a renewal. Enter the desired start date of the permit as the desired date. If it's a renewal, enter the reference number of the permit to be renewed in the current permit section.
Then enter the captain's details, including their First Name, Last Name, date of birth, and nationality. Below that, fill in the expiration date of their Non-EU/EER-operator's license.
Next, you enter the number of ships under the Dutch flag that are owned by you or under your management. Then enter the number of captains, 1st officers, 2nd officers, 3rd officers, and Marofs sailing with you.
Check yes or no if one or more first Dutch officer(s) are eligible for promotion to captain. If you check no, provide the reason in the Explanation field.
Indicate whether suitable Dutch captains are available in the labor market.
Indicate whether there is any forced dismissal of Dutch captains due to the placement of Non-EU/EER captains.
Indicate which recruitment efforts are being undertaken to hire Dutch captains and officers; you can select multiple options. If your choice is not there, check other, namely .... In the box below, you can specify your other recruitment efforts.
If you have advertised for Dutch officers and captains, please indicate in the specified field which media it concerns and when the advertisement(s) appeared.
The questions about recruitment efforts do not need to be filled out by ship managers who brought their ships under the Dutch flag less than 2 years ago. Please note this in the other comments at the end of the form.
3. Attach Files to Send
You must attach a copy of the Non-EU/EER operator's license of the Non-EU/EER captain to whom this application relates.
Click the plus sign, in the screen that now opens, click browse. Locate the document saved on your device, click it, and then click open. The document is now in the upload screen. Click Upload, and the document will be attached to the application form.
To remove a document, click the cross next to the filled field, and the document will be deleted. In the empty field below, further clarification can be given if needed.
If you have any comments, you can fill these in the comments box. Here you might indicate, for example, that your ships were brought under the Dutch flag less than 2 years ago in relation to the questions about recruitment efforts.
4. Send Form
If you've filled out everything correctly and completely, click send, and the permit will be applied for.
