Insights into the maritime industry

For many years, the shipping routes through the Arctic waters have been a topic of discussion within the maritime industry. Due to the changing climate, these shipping routes are increasingly navigable.

Following the article ‘Shipowners threaten to say goodbye to the Dutch flag after discrimination ruling’ (Link), VVD MP Verkuijlen submitted written questions to the Minister of Infrastructure and Water Management. Minister Tieleman's response confirms the concerns within the sector about the potential consequences of the judgments of the Human Rights Board.

The shadow fleet is generally finding it increasingly difficult to stay operational. Recent research by the investigative journalism platform Follow The Money shows that operators of shadow fleet ships for the benefit of Russian overseas trade are quite inventive in circumventing sanctions. While various ship registers, such as those of Panama, are taking action to expel the Russian shadow fleet from their registers, ships are suddenly sailing under nonexistent flags.

With the tonnage tax regime, the Netherlands offered an attractive tax climate for the maritime sector. That changed with the introduction of the minimum profit tax. Fiscal adjustments are therefore now necessary.

The KVNR expresses its concern about the statement from the United States, in which the IMO net-zero framework - described as a 'global carbon tax' - is explicitly rejected. This stance goes against the global approach to reducing greenhouse gases, undermines international cooperation, and could lead to a patchwork of regional measures, such as the EU-ETS currently in Europe. In line with the international shipping community, the KVNR supports the IMO net-zero framework (NZF), which is expected to be adopted by member states in October.

Shore leave is not a favor but a right for seafarers. The right is internationally embedded and crucial for the welfare of seafarers. Member States, port authorities, shipowners, and other stakeholders jointly have the responsibility to guarantee this right.

The shipping lanes in the North Sea are the lifeblood of the Dutch economy. In the spatial (re)arrangement of the North Sea, the Dutch government must ensure that ships can continue to navigate these shipping lanes safely and smoothly.

Implement a global standard for wash water discharges from Exhaust Gas Cleaning Systems (EGCS).

To streamline maritime transport, seagoing vessels must be able to submit their port arrival notifications easily, in a uniform manner, and only once. Therefore, the KVNR advocates for the swift and effective implementation of the European Maritime Single Window (EMSWe).

The modernization of the Minimum Wage and Minimum Holiday Allowance Act (WML) should provide clarity for both the industry and seafarers. Social partners need to resume discussions on this, with consideration for the international nature of seafaring.

After months of relative calm, the situation in the Red Sea region has severely worsened over the past week. Multiple merchant ships have been attacked by the Houthis, resulting in fatal casualties among the seafarers. The cargo ship Magic Seas was sunk, and the ship Eternity C has also perished. Several seafarers are still missing.
